Don't send a gift or even a card to someone you've never met. It would make her very uncomfortable.

If you are invited to the wedding and the shower then it is proper etiquette to bring a gift. If you are not invited to the wedding or the shower then I wouldn't worry to much about it - although if you wanted to you could always get her a gift certificate as nice gesture. If you are invited to the wedding find out where she is registered and get something off of her registry.

Why don't you give her a Bed Bath and Beyond or Linen N Things gift card for like $25-$50 for the engagement. For the wedding, simply pay for your plate. You can either ask your friend if she knows how much the couple is paying per plate and you can give her it in a card at the wedding. Or call up the reception hall to ask what their prices are. Typically $100 a person. But if it's cheaper, then just pay whatever it is per plate.
