I want to sell gift baskets and silk flower items. Some of the baskets will contain such items as cookies, tea, coffee, etc. All of these items will be prepackaged and sealed before I receive them. My intention is to give this venture a shot till the end of the year, and see how it goes before I invest thousands of dollars, which I really don't have to start. I have called PA Dept of Agriculture and just spent 2 hours looking for this info. Anything information provided will be greatly appreciated. Thank youBy the way, I am in Delaware County, PA

Not sure why this is in Atlanta and don't know PA regs but most places something that is commercially packaged (ie not homemade cookies or teas in a baggie or plastic wrap) that can be sold separately in a commercial establishment can be combined with other things and sold. I'm thinking of the things like BIgalow teas or Constant Comment etc. as long as they are in original packing. I do know PA has especially strict rules
