Is it possible to purchase store gift cards below face value if you don't have a charity?

I know that Kroger used to let charity organizations purchase gift certificates at 5% below face value back in the day before gift cards replaced gift certificates, for example. I think they still do, but you have to be a 501(3)c or something like that. I don't have a charity - I'm just trying to fund a film project, and I thought this would be a great way to do this. I wonder if any other retailers do this also.
