I believe you should always give what you can afford. When you stay within a comfortable amount for your budget, you give the gift with so much more warmth and love, instead of stress and regret for overspending. I have wished many times I could give much more than I have, but I feel everything adds up, and I try and spend time and care about the recipient so I figure they always know I love em! Give what you can afford and let her know how important she is to you and how proud you are of her accomplishment. That means allot to them too!

I would not give money, I would purchase a small gift, I think that this shows more thought. Maybe a graduation bear that all her friends could sign?

I agree with Bubbles. A $20 or $30 gift certificate would be most appropriate.
