You just add any amount of money and the receiver can spend them anywhere.

I've seen 'rechargeable' Mastercards and Visas at Wal-Greens during Christmas, and various malls managed by Simon Properties have them, too. Check at their customer service desk. Also, check with your bank -- often they will know where you can find them in your area, or point you in the right direction.

You can purchase Visa, MC, etc. gift cards at any pharmacy store (Walgreen's, Rite-Aide, etc) as well as most convenience and grocery stores. Believe it or not, some gas stations even offer them! Also, most banks offer them. They are pretty much available anywhere!
